Brian Carey has been banned for 16 months from all horse racing activities following the passing of City Limits, his horse found in “very poor physical condition” due to a lack of food and water.

The animal, which had competed on the tracks and earned nearly $90,000, was left in the care of inexperienced relatives after the owner suffered an injury and left town, leaving no supervision over its well-being.

Neighbors had previously warned about extremely thin horses on the property, leading animal welfare organizations to call the case a preventable instance of neglect.
