FIFA is pushing for a potential new rule known as the “Rookies Rule,” which would require teams to field at least one Under-21 player developed within their own youth system.

The idea is to give them significant playing time during matches to develop long-term talent and reduce reliance on expensive signings, but it is still under review.

If approved, it could change how teams build their squads and plan their seasons, giving young players a much more prominent role in professional football.
